It is 1942, and Sweden keeps a low profile to avoid provoking Germany and risking occupation. At the legal department of the Ministry for Foreign Affairs, headed by Gösta Engzell (Henrik Dorsin), most Jewish visa applications are therefore left untouched. But when the newly appointed Rut Vogel (Sissela Benn) begins to question the practice – just as rumours of extermination camps start to circulate – a shift in policy takes place. Armed with paperwork, legal loopholes and understated politeness, a ruthless regime is confronted in this fast-paced and gripping drama based on true events.
