Soon-Ha works at a guesthouse in her hometown in South Korea, near North Korea, where she has returned in an attempt to figure herself out. In her free time, she meets with her narcissistic boyfriend and her mother, a skilled fishmonger. When a famous French cartoonist (the charismatic Roschdy Zem) checks in, processes and dreams are set in motion for the young woman, who has an unknown French father. Winter in Sokcho is a bittersweet Korean elegy that blends atmospheric settings, warm, quirky character portraits, sensual animations, and plenty of delicious cooking: preparing the deadly pufferfish can actually lead to self-discovery.
